Rusted rims

Can real rusty rims be salvaged? Or should I replace them? The front ones wernt too bad so I just wire wheeled then and sprayed them with galv. spray paint. The rear ones on the other hand are totally rusted, no holes though and loaded with cal. If I take the time to wheel off the rust and spray them, will the galv spray hold up or will they eventualy rust back? Thanks, scott
