If they are not rusted more than about half way through, they should be ok. Any holes or potential holes, repair or replace. The rust in those pits is best removed with sand blasting. I use MP 170 epoxy primer on mine and paint with GM rally wheel paint (PPG 8568)that I use on the outside. If you don't want to sandblast, and can't otherwise remove all the rust, remove all you can and use a rust preventative or converter to neutralize it. But, from your description they may need to be replaced -- you have a lot of money in that tractor, what's a little more??
