No disrespect, but non-ferrous metals (for the most part) are annealed by quenching, not cooling slowly.
Checking the filter bolt for length in the housing to be sure it is not bottoming on the hole, or crud, or ?, is a good cheap idea.
Using a hand magnifier on the filter housing, and underside of the bolt head to see if there are scratches is next. Then use a thicker copper washer, with more compliance.
