marty, those tractors should be pretty cheap in that condition.if un stuck it would be a diffrent story. if he is over 500 dollars then keep looking. if he is 100 or 200 then you can afford to look for parts. some can be stuck really bad on all 4. the vibration he described is not good.you can find a decent f-30 in running condition sometimes for 1200.00 on up.
