We do not know enough to be of tremendous help. Was the tractor running (probably not)? Antifreeze cannot get into the valve cover area unless the head is cracked. (it would take being upside down to get coolant to flow that direction) therefore pulling the head is mandatory. Mark the locations of the coolant, and take pics to show the person who magnifluxes it. Stuck Lifters require major disassembly to get the cam out of the block, and things cleaned up and measured. Rusty lifters will wipe what is left of the cam shaft lobes where they run. With the head off, and the block apart why not put in sleeves and pistons, have the crank checked and install new bearings and seals. A repair manual is needed along with help from others (including us) Good luck, take pictures all the way so it goes together correctly, and put bolts and parts through holes in cardboard to keep them organized. Never force a stuck bolt. they are 300 times easier to get out with the head on, than twisted off. JimN
