I would suggest your problem lies in the power beyond unit or they way it is plumbed in. I have installed factory power steering on a 350 and I know you need the priority valve that you speak of and it needs to be on the left side (sitting on the tracctor) and I assume you have that metal (u pipe) plumbed in from it back to the hydraulic bank.
