Power steering on 400

ALL. I am installing factory power steering on my 400 gas tractor. I put on the appropriate factory relief/priority valve and associated touch control valve in the first slot with the plug in it. There does not appear to be enough pressure or flow to the steering torque motor until I dead head one of the touch control valves and elevate the hydraulic pressure and then it works good. The rest of the hydraulics for the fast hitch and implements work super. The power steering motor worked well previously with the aftermarket belt driven pump. I am stumped. What do I need to test, rebuild, or install next? Thanks in advance! DeWayne
