Like the other guys said, hot water and dish soap. Remove every single plug from the block. Get yourself a small brush with a long handle to get down into the main oil galley, and a real small brush to get into the oil passages. If you"ve got a pressure washer, pressure wash it first, then scrub with soap, then rinse with the pressure washer. Blow it dry with compressed air right away. I prefer not to spray clean parts down with oil, as it tends to collect dust. Rust will not be a problem, as long as you dry it off right away.
