The Belt pulley assy and the deck are two separate parts and can be removed independently. I would leave the belt pulley assy alone as that doesnt have much to do with the shifting aspect and deck. Try what was suggested on removing shifter from top of deck and check for wear on the bottom end of the shifter. If it is worn down it needs to be built up with weld. Good Luck.
