Farmall 400G Air Cleaner Assembly

Why would Farmall spot weld the screen (located immediately above the oil cup) holding the metal mesh element in place? What is the recommended method of cleaning the metal mesh element without removing the screen (IH operator manual is vague)? How do you wash it out without removing the screen? The element consisted of the two rolled mesh assemblies in series. They were packed with oil, dirt and chaff. By appearance, I doublt if the mesh element was ever cleaned. Also, is it aviseable to operate the tractor without the screen in place? Thanks in advance.
