If it worked Ok before your took everything apart I would check your connections, Especially the ground contact between the starter and the frame. Did you paint the tractor while it was apart. A bit of paint can ruin a good connection.
You can also try jump starting it with the cables right to the starter terminal. This might tell you if its the switch.
