I've never seen one dish-out with the weights inside, but I imagine it's possible. Darn funny looking, though. I would say, "But how would you get them past the wheels if you wanted to take them off?" But that's sorta the point, huh?
Most likely you'll be able to get them loose, 'specially if you're getting it to the dealer to have help with moving them. They'll probably have a big enough wrench, and replacement bolts if they break one.
