Here are the results from my 40 H Distillate the day after I got her home.
cold compression test
#1 80 spark plug gap 38 clogged black oiley
#2 70 spark plug gap 34 clogged black oiley
#3 65 spark plug gap 25 black sooty and dry
#4 80 spark plug gap 35 clogged black oiley

I am not sure what fixed it but here is what I have done.
New plugs, wires, points, cap and rotor, rebuilt carb and governer, exhaust. Adjusted the valves, and ONE of the most overlooked items, cleaned out the crankcase breather.
I put about 10 hard working hours on her then checked it the second time. They are all in the 75 to 80 range now. and she runs and works hard.
