I can answer part of your questions. If you don't have the belt pulley, you don't really need the O ring. The gasket under the cover should be sufficient. If you have a belt pulley setup, then the O ring is needed, because that is the seal to keep oil from leaking out. You don't use a gasket with the belt pulley assembly, instead there are shims to adjust the gear lash. You can get the O ring and the gasket for the cover from an IH dealer. I've had these off before, but I don't recall how the gasket and the oil holes work out.
