That thing with the springs in front of the fan is what drives the water pump. The water pump shaft comes out through the front of the fan and is not attached otherwise to the belt pulley. The fan runs on ball bearings that ride on an extension of the water pump body. The pump shaft comes out through that extension and is driven by the "thing with springs". It's called a full floating shaft drive, meaning there is no load on the pump shaft except torque. The pump body carries the load of the belt. Hope this is not too confusing.
