TV is correct!
I would ad that air in the lines always feels mushy, even if there is brake happening after pumping. If after pumping, and holding, the pedal feels stiff, then there is little air in the system. It can take what seems to be a massive amount of bleeding to get the air out. Use a rubber hose from the bleeder into a jar with the end of the hose submerged in BF.
Then pump till new fluid comes out (filling the res as needed to prevent pumping in more air)
