John, I think that unless you shut off the gas and run all the gas out of the carb you will always have a spot of gas there. Since that is an up-draft carb any fuel left in the manifold after you shut off the engine will condense and collect at the weep hole. I only shut off the gas on my show tractors and run the gas out of the carb to keep the paint nice. On working tractors I never shut off the gas and have never had any leaks other than a little drip at the weep hole. If you have leaks you have a bad float/needle valve. Roger
