WE used to pull a wisconsin powered New Holland with a wagon behind it in the flats and hills of our farm In N.E. Penna. On the sidehills, however, you didn't turn uphill with anything except a very light load. Once the wagon was full, the next chore was getting that downhill. All of our wagons were equipped with mechanical brakes and had to be set before proceeding down, o/wise we would have ended up like many a neighbor who tried with that light of a tractor and a loaded wagon - off for a wild ride at best and more serious concequences at worst.
