'39 f20 spark/gas control removal

to remove the hood on my f20, the book says to remove the gas/spark contro and rod. i don't see how to do this. they seem to work against each other and will not slide in either direction. i don't see a nut or bolt holding them. can someone please advise how to remove these items?
