believe the "cough" is causing the oil to get into the jar. It is a backfire and literally blows oil from the air cleaner up into the jar. backfire can be caused by a lot of things; ignition (coil, condensor, timing), burnt valve or valve sticking, or carburetor mixture (usually too lean).

Running backward on shutdown can move the oil also.
