Have a steel shop make two loops the circumference of your lug tips, wide enough to cover the lugs out of 1/2" stock. At the gap use small load binders to clamp tight. If the lug spacing is wide (more than 6") i would screw blocks of wood between lugs to prevent crushing the hoop. Welded on tabs keep it centered on the wheels.
