Well first off make sure that the dist - mag is set for TDC and as far as the carb is yea it can be flooding so best to fix that . the littel spring loaded cove is where you put Oil in the pump and there is a petcock to check oil level as this pump MUST HAVE ENGINE OIL TO LUBE THE PUMP , now if it is full of diesel fuel then the primary pump shaft seal is leaking and needs to be replaced if that pump is run dry better get your check book out as the damage can be costly.
