1. Muratic acid will definately do it. a couple gallons I would guess for such a large tank. Let it sit for couple hours, then rotate, then sit, then rotate, etc. Then put acid back in container. Mix up soda and water and put it in the tank and nutralize the acid. The air dry it. The problem is that the acid takes "all" of the oils out of the metal and it will rust again over night. You must get some oil back into the metal or get it dry and coat it with slosh and sealer to keep it from immediately rusting again. 2. On the other hand, a length of chain in the tank and shake rattle and roll it to knock it loose. Flush it out and coat the inside of the tank with the available slosh and sealers.
