farmall m no bucket lifting power?

arlight just got my 45 farmall m running after its been setting for about 3 years. it runs great and drives awsome but for some reason i hooked up the old bucket that came off of it and i tried it and got nothing. i am fairly low on hydrolic fluid but is there something else i need to look for? seems like it didnt even try to lift it. it had quick disconnect hoses and the hoses go to a box with a handle on it adn then into the belly. it also has the belt pully that rides on the right side and it does not turn at all. any one have any ideas? thanks!
