First off, make sure the hydraulic fluid is topped off. The worst thing you can do is run the hydraulics without enough oil. You'll burn the pump up in seconds, making things worse. Second off, the hydraulics are not live. Your foot must be off the clutch pedal, or they don't work. Third off, there is a lever on the side of the tractor that controls hydraulic pressure to the box with the lever on it. This must be pulled back and locked into position. If that doesn't make it work, there are any number of possible problems. It may be as simple as the driveshaft for the belly pump is missing. All you can do is start taking things apart until you find what's broken, and do whatever it takes to fix it. As far as the belt pulley goes, there should be a lever on top of the gearbox, under the gas tank, to engage the gears that drive the pulley. The lever should have a control rod running back to the operator, but it may not. The lever may also be broken off the top of the gearbox. To operate the belt pulley, push the clutch, move the lever, then gently let out the clutch. If this doesn't work, something is broken. All you can do is start taking things apart until you find what's broken, and do whatever it takes to fix it.
