Well pull the carb off nad turn it upside down and blow into the inlet and see if you can blow thru it if you can then the needel is not seating and there is your leak , second if it will only run with the choke out then there is a passage that is still blocked or the fuel shut off selenoid is not working so if the float level is 1 5/16ths whith the carb upside down and the gskt in place that part should be correct and the float is not binding on the bowl then that is correct now one thing you have to watch out for is float drop and if it is droppen to far then the needel valve can bind when the float is hanging down and not go up as fuel level goes up .
