Unless your tractor has a loader, you should be able to put the tractor in 5th and rock it back and forth to see if the engine is really locked up. Jack up a wheel if necessary, but any reasonably strong guy should be able to at least rock the tractor. This will also cause the starter to release if that's bound up in the ring gear. Have you looked at the simple things? It may not want to turn over because the battery is shot. It may not want to turn over because the battery cables are corroded. A simple "click" from the starter doesn't mean the engine is "sod up." Have you got a hand crank for it? Just to see if the engine is free... Leave the ignition off.
