High Idle Loping

When I run my M at high idle under basically any kind of load it lopes real bad. Have noticed it getting worse the last few times I used it. I am guessing that it might be the spring in the govenor. Is this guess right, and is there a way to check whether that is indeed the problem? Are there any other possible solutions or problems that might cause this? Thanks in advance for the help.
