Cub questions

I recently bought a Cub and have a few questions. The serial is: 37638, can anyone tell me what year it is? It hasn't been run in at least 10 years, maybe a good many more. After a thorough check of all the fluids and such, and a couple hours of tinkerin' today, it fired up and ran pretty good. The pistons were slightly stuck, and after it was freed up and spinning with the starter, a compression check showed numbers of approx. 15, 30, 40, 85. I feel like the rings are probably sticking in the grooves. It ran decent, didn't even take the carb apart. Let it run for a few minutes, then discovered the raditor is stopped up so had to stop it. Next question, any suggestions how to get out the bolts holding the radiator to the lower casting that are rounded off? I also need a tie rod end, one is broke on the front. Any thoughts on that?
