Allen has some good thoughts, but I’d like to add that if the valves were stuck from moisture and rust, I’d be concerned that there might be stuck rings also. The more you are planning on using the tractor the more things you might want to consider checking. The only way you are going to know for sure if you can save money on gaskets or the machine shop is to compare prices in your area. I would think that any part house in your area can get gaskets.
