The springs on those plows act as shock absorbers anytime the plow his a rock or root or even a hard spot in the soil. It also allows for the tractor to tilt from side to side without the plow having to go deeper with the tilt. For these reasons, making them solid would be a fairly large mistake. Without the shock absorbing effect of the springs, something will eventually break. It may even be the rear rockshaft or parts attached under the rear wheel housing (which sometime break even with the springs).
