After overnight thinking, have a helper watch the governor to throttle[ on carb] operating rod as you run the throttle lever through it's range. At minimum throttle, the rod should be near it's closed position. As throttle lever is advanced, you should see the rod move smoothly towards fast or wide open position. This is all done with engine off. If throttle rod doesn't move as it should, governor problems might be causing your symptoms. Possible problems might be a broken spring or shaft in the governor- or bearings on the governor shaft. Check the throttle plate & screws first.
