There are three main possibilites for the problem: 1. Something is rusted up and causing the whole thing to move, like all the levers are rusted to the common shaft, and the shaft is turning in its mount. 2. Something is badly worn, moving too easily, and causing the whole thing to move, like the throttle and hydraulic levers are all so badly worn and move so easily, that even the slightest friction between them causes them all to move together. 3. Something is broken, causing the whole thing to move, like the common shaft is broken from its mount and rotating when you move any lever. I think you need to take it apart and figure out what's going on. It certainly doesn't sound like a common problem to me.
