There should I believe be four bolts holding down the dash (with the ammeter, on/off switch, and light switch in it) which the steering wheel support and the hydraulic controls are mounted to. Two bolts go through the bottom into the torque tube, the other two go through the battery box and into the back (front) of the 'dash'. If the latter two are missing it could likely cause the fault you described. Hope this helps, SAm in NS
