Todd: Even when those tractors were new, one could grab the post up near steering wheel, and by pushing or pulling on it you could affect both throttle and hydraulics. That was the case even if all the bolts were in place. The suggestions Nat, Sam and Mark gave are all possibilities. Bolts out that tie that dash to the top of battery case, plus hydraulic levers not moving freely will make this worse. I've also run across a few of these tractors with the dash badly rusted where it bolts to torque tube. Some of these are rusted so badly by now, the only thing that keeps the dash standing is a combination of being bolted to battery box, all the controls plus the steering shaft. A new dash isn't that hard to fabricate, take the old one to a fabrication shop with rolling machine and he can shape that up quite quickly.
