Yes, the line in to the top is a return.

Two holes in the bottom indicates that you probably have a kero model with a small tank in the rear of the main tank for gas to start and get it hot, and then switch over to kero for run. Does it have two fuel caps? Most folks just run gas, as kero no longer has the price advantage it did when the tractor was built.

The picture is slightly different, as it is for a W-12 with the small fuel tank for gas located in the hood, but the routing is essentially the same and shows how the return is plumbed in.
