I really don't know anything about dist. carbs. I would have to say that your governor is the problem. If the governor shaft and the hole it is working in is not all worn out, then there is an acorn nut under the governor. Remove that nut and loosen the lock nut on the set screw. Turn the set screw in, it will dampen the hunting of the engine. I am sure if I led you astray somebody will correct me.
