It is not getting gas from the gas tank. check for fuel flow at the inlet elbow (on carb) first. If you don't have a strong flow there, check the sediment bulb screen and the screen inside the tank on the bulb, and the line from tank to carb for obstructions and crud. If you do have flow at the carb, have the carb cleaned and/or rebuilt (if you don't have a manual or the knowledge to do it yourself). About the only other possibilities would be that the manifold is clogged, or the gas is not turned on at the bulb
