black lead to the distributor side of the coil (if Pos ground) and red to ground. The other way if Neg ground. I think the governor is not connected to the throttle shaft (where the tube screws to the throttle body) Or some other issue is faulty in the governor. Be careful to not overspeed the engine, JimN
