You may need to adjust the linkage in the governor and/or change the governor spring. There is also a speed adjustment inside the governor. Another place to check is that the linkage in the tube from the governor to the carb is free. The idle screw just pushes on that linkage. It sounds like you are getting limited governor response. The problem could be bearings in there or worn weights and pins. I would try a new governor spring first, I went to a heavier one on my SMTA and it made a lot of difference. With the internal governor adjustment you can increase RPMs as long as your linkage on the throttle bell crank will allow the movement. Also make sure the governor is getting oil, sometimes the opening to the governor gets plugged and they get dry.
