Farmall a governor

Saturday at the County fair the fan assembly decided to wear out on my Farmall A. While I had the radiator off I decided to check the governor for wear and noticed that a few pieces were missing. I compared the manual to the actual piece and it looks like the spring on the end of the shaft is gone. Could this be a problem? Can anybody give me some info on a governor? Thanks
