Super C STUCk!!!!!!!

Just purchased a one owner super c with mowing machine for $200.The bad news is it has been sitting outside for 10 years with the plugs out of it(motor is stuck).I dont know why the old guy did it but anyway....I am no mechanic but I pulled the head.About an inch of water on top of one of the pistons.The cylinder walls have a light coating of rust on them.Will it hurt to lightly sand paper them when and if I get it unstuck?I have it soaking in a witches brew now.It needs wiring and a tune up before I can even try to start it,but even if I get it unstuck,I am concerened about that much water in there having done irreversible damage in our harsh New York winters.Thanks for the info
