Bob if your still reading up on my problem I have a couple of things to add.I have decided that the old diagram is correct and the voltage regulator should not have a hot wire to #3 terminal until the switch is on.. After checking my neighbors 756 I came to this conclusion. I'm pretty sure my harness is not correct and the lead down to the voltage regulator should be changed with the lead going to the lights on the left side of dash. They both look like the same color and I think they were interchanged during factory assembly.Switching them will give me a hot lead to the light switch(it's spliced with the hot wire from the battery to the key switch, so the lights work without the key switch on)and a lead to the voltage regulator that will only become hot after turning on the key switch(spliced with a pink wire from the fuel guage receiving unit that is only hot after turning on the key switch). Now this seems obvious to me! I have the harness pulled and going to get the new ends to solder back on tomorrow so I can switch the leads. Thinking I got it figured out!
