Disconnect the arm that goes from the governor to the carburator throttle on the left side of the engine by taking the pin out of the clevis. Push the governor control to full speed. Pull the linkage that goes to the carburator to full open on the throttle. The holes in the linkage should line up. If they don't, adjust the clevis until they do. If you can't get the clevis in position, then something is maybe set wrong in the governor. get a copy of the IH service manual, there is a cutaway view of the governor in there that you can use to get it right. There is also a set-up procedure to follow. Parts are available from Case/IH. I just completely rebuilt one over the past winter.
