IH 584 Starter Grinding

My father just spent a load of dough on his clean old 584. A couple of years ago, the mechanic reversed the starter ring on the flywheel while he had the tractor split and the starter bendix has progressively worsened in meshing with the flywheel gear. It will often grind loudly a couple of times before meshing and then starting. He again had mechanic split tractor and placed new flywheel ring and problem is better, but still happens. The mechanic said bendix gears good, and Dad said they looked new to him also. Any ideas from the forum? Hate to keep replacing expensive parts on limited funds.
