Starter service plastic plates

Hi, I was servicing my 1953 super c starter and when I took off the switch housing that is mounted to the top of the starter, two plastic plates fell out. I assume these are insulators between the switch housing and the starter but I"m confused because the two screws that mount it to the starter would keep it from being insulated even with these plates inplace. The two black plastic plates are about a 1/16" thick and are some what triangular in shape and do not have any holes or notches in them. I reassembled without them and the tractor turned over fine but when I realized that I left them out, I thought I should find out what they are needed for. Any help is much appreciated, Todd
