Sounds like the bushing are out of the arms inside of the govener and the main spring is loose in the arms . There is suppose to be brass- bronze bushing in the two arms and over the years MOSt of them have either wore thru and fell out or just fell out then also the carb MUST be scynoized to the govener . Now also the whole govener to carb linkage may be to slope and either rebushed or new pices must be installed .
