inoz - A "hunting idle" can also mean the carb idle circuit is plugged - not unusual for a tractor that's sat unstarted for 5 years.

With the engine warmed up and at idle, try slowly pulling the choke rod. If you find a choke position where the hunting stops the problem's the carb idle circuit. You'll need to take it apart and thorougly clean it - be looking for a blockage attention to the idle metering jet.
