Yes, set them where you get the highest reading. I have found that the .017" spec is good only for an engine that is at maximum operating temperature. If you set them at .017" at less than max temp. they will not have enough clearance when the engine IS fully warmed up. I set them at .020" cold, and have been told that maybe .025" cold would be OK.
