966 Injection Pump

Hi guys, I found out from you guys that the serial number of our 966 is number 28111, which puts it in the late 1974 age range. I'd heard that the max rpm for a later 966 is 2800 no-load rpm. Ours will only go up to 2500 no-load rpm, and the pump says on the plate that its max high-idle rpm is 2600. Which number is right? Ever since it came back from the dealer after they "fixed" a leaky injector and replaced the idle screw on the back of the pump, it has lost a lot of power (it used to be 110 horsepower). Now since I have replaced the injector again (it started leaking again), it seems that it will not run right at all rpm levels. It sounds good at mid-to-high range, but seems to have a cylinder running out of time at low rpm (1000 or less), as it seems to gallop a little, and will also smoke blue, but clears up as rpm increases. (it hasn't lost any oil in 2 months of use, so I assume it isn't oil burning) Any Ideas? Thanks in advance.
